OSCE-wide conference on Combating the Threat of Illicit Drugs and the Diversion of Chemical Precursors entitled “Evolving Threat of Synthetic Drugs: from Addiction to Rehabilitation and Reintegration”

HOFBURG, Vienna, 3 – 4 June 2019

The event will be organized by the Slovak Chairmanship with the support of the Strategic Police Matters Unit of the Transnational Threats Department (TNTD/SPMU). The conference will be held in accordance with the OSCE Concept for Combating the Threat of Illicit Drugs and the Diversion of Chemical Precursors (PC.DEC/1048) wherein the OSCE participating States recognized that the threat of illicit drugs, including synthetic drugs, and the diversion of chemical precursors continue to be one of the most dangerous and profitable forms of transnational organized crime worldwide and across the OSCE area.

The objective of the 2019 OSCE-wide conference is to provide a platform for experts of the OSCE participating States and Partners for Co-operation to discuss challenges of tackling the trafficking in synthetic drugs, including methamphetamines, New Psychoactive Substances and fentanyl and to support governments in implementing pertinent thematic recommendations of the outcome document of the 2016 UN General Assembly Special Session on the world drug problem.

This conference is intended for decision makers and experts from national drug control structures, representatives of OSCE Partners for Co-operation, OSCE field operations, relevant international and regional organizations, as well as civil society that are engaged in tackling the world drug problem.

Practitioners from pertinent government ministries and services, including ministries of Interior, Justice, Social, Health and Foreign Affairs, as well as other related institutions are especially encouraged to attend and actively participate. In view of the above, your delegation/executive structure’s assistance in identifying relevant experts who are directly involved in the subject matter would be highly appreciated.

Participants, if required under the Austrian law, are asked to make their own arrangements for securing a visa for entry into Austria.

Please be aware that it might take 14 days to get the requested Schengen visa. Therefore, applicants are strongly advised to apply for visa well in advance.

Please note that it is NOT possible to have your visa issued at the Vienna International Airport Participants must be in possession of the appropriate identity documents prior to travelling to Austria and medical insurance for the full duration of the intended stay.

In case assistance from the OSCE to support visa application is needed, a special request form has to be filled online during the registration process. A passport copy and information on who will be funding travel and accommodation has to be submitted.
